Description:Primary responsibility will be focused on the effective Subcontract Management related to the Canadian Surface Combatant Programs and SPY -7 efforts. Responsibilities will include managing relationships with program management and subcontracts program management both internally and at various subcontractors/suppliers, reporting status and performance metrics to program level management, ensuring timely delivery and quality of services in support of program milestones. As a Subcontracts Manager, the candidate will prepare bid packages, conducts bidders conferences, develops evaluation criteria, analyze and evaluate proposals, negotiate terms and conditions, select or recommend subcontractors, write subcontract packages for review, prepares awards and administers/manages resulting subcontracts through closure. Ability to complete a fully compliant procurement documentation folder as required by Lockheed Martin Acquisition Procedures (LMAP), Commercial Acquisition Procedures (CAP), local Site Work Instructions, and Command Media. Negotiate and coordinate additions, deletions, or modifications to subcontracts/PO.
Basic Qualifications:
• Experience in Procurement or Subcontracts Administrative roles, experience in leading major Subcontracts and leading or member of Subcontract Management Teams
• Ability to lead projects & teams to execute Supply Chain subcontracts and sourcing activities in an executing capacity as a Purchasing agent/Buyer/Subcontract Administrator/Manager Knowledge of acquisition policies and procedures associated with FAR / DFAR requirements and TINA
• Prior experience with LM P2P, Lockheed Martin Acquisition Procedures (LMAP), Commercial Acquisition Procedures (CAP), local Site Work Instructions, and Command Media
• Strong organization and communication skills are required
• Working knowledge of various contracting types (Firm Fixed, Price, Cost Plus, Incentive Fee, Award Fee, T&M, etc..)
• Experience with SAP based procurement system
• Experience managing supplier relationships and cross functional teams
• Strong interpersonal skills and demonstrated communication, negotiation, presentation and documentation skills
• Advanced knowledge of Microsoft Office Suite of software
• Ability to work independently and in a team environment.
• Qualified candidate must be able to obtain a DoD Interim Secret Security Clearance prior to starting this position. This requires US Citizenship.

• Advanced knowledge of International Subcontracting
• CAM trained and certified (baselining and EVMS related skills)
• Firm understanding of Import / Export Regulations and transactional processing Diminishing Material Solutions (DMS) / White Paper construction through source identification, award and execution
• Ability to interact with senior management, suppliers and other external personnel on significant matters often requiring coordination between functional organizations
• Demonstrated ability to work and succeed in a fast pace, priority driven program
• Experience with managing proposals that require cost and pricing data and commercial item determination and reviews through EPP.
• Ability to evaluate and recommend process improvements

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
