Responsibilities

Job Summary

  • A key position in the centralized enterprise trade compliance team. Responsible and accountable to drive a global compliance team and its outreach members within PAC’s wholly-owned subsidiaries and joint venture(s) organizations. Ensure effective trade compliance programs are in place to validate that each business has identified their regulatory responsibilities and established effective processes, controls and self-testing to understand current status of compliance and identify gaps.

Major Responsibilities:

  • CUSTOMS COMPLIANCE (IMPORT/EXPORT)
    • Develop strong business partner relationships with business unit and functional leaders across the global network to ensure and sustain a consistent 98 Customs compliance rating for the organization including wholly-owned subsidiaries and joint ventures.
    • Interface with government regulators, Customs authorities and other agencies to resolve regulatory and audit inquiries, lead education efforts on global products and services to promote legislative changes or obtain preferential rulings on products and services when needed.
    • Plan, direct, and monitor all product and services deliveries to ensure all import/export transactions are in compliance with local Customs and government agency requirements.
    • Leads and works with cross functional groups such as tax, internal audit and sourcing to maximizes duty savings and minimize duty exposure.
    • Design and deploy a robust customs compliance process including controls to record, track and coordinate product and services to and from customers within the global network.
    • Oversee export licensing applications, decrementation and related activities for export controlled articles. Coordinates import licensing applications with business partners and stakeholders when needed.
    • Ensure proper and accurate classification of global products and services for importing/exporting through research and collection of product information from respective groups.
    • Maintain and sustain import/export parts file DB accuracy at 100.
    • Establish and deploy a trade compliance orientation program and information sharing through use of enterprise portals and web tools.
    • Implement standard operating procedures for brokers, carriers and agents and ensure a PDCA cycle is in place to measure compliance and performance on a recurring basis.
    • Conduct routine internal audits to ensure adherence to local Customs and government agency policies and procedures are being followed.
    • Work closely with business leaders to ensure department is operating within the guidelines of the company’s goals and objectives.
    • Complete and submit detailed written responses to inquiries from Customs, government and regulatory agencies.
  • SUPPLY CHAIN LOGISTICS
    • Develop a logistics strategy with the Supply Chain Logistics group based on optimization of quality, speed, and cost. The strategy should take into consideration logistics needs of wholly-owned subsidiaries and joint ventures.
    • Facilitate database and system integrations/upgrades as well as advise senior management on current and future enhancements needed to meet customer business expectations and local regulatory requirements.
    • Liaise with Supply Chain Logistics Manager on transportation negotiations and deployment of service level agreements with carriers, agents and forwarders.
    • Proactively have contingency plans in place for potential disruptions by lane segment.
  • CUSTOMER SATISFACTION
    • Develop and implement modifications and innovations to sustain a high level of customer focus and satisfaction.
    • Establish and maintain effective relationships with internal customers including, design, pre-production, production, sourcing, and related supply chain business partners. Demonstrates a sound understanding of customer’s priorities and industry terminology.
    • Acts as a brand ambassador, as well as lives the mission, vision, values and behaviors of the Company and Customer Delivery Group.
    • Monitor project and department costs in accordance with established budget and apply approved variances as applicable.
    • Monthly scorecard and Key Performance Indicator (KPI) reporting.
    • Attend and facilitate division meetings as required and report out ops statuses, and/or issues.
    • Establish corrective action/recovery plan for sustaining compliance improvement.
    • Responsible for running various department reports to assist with metrics, department compliance, productivity and efficiencies.


Knowledge / Skill Requirements:

  • Is the Subject Matter Expert (SME) in import/export laws in order to provide research analysis and recommendations to ensure best compliance practices are followed within the global network.
  • Proficient understanding of the full JIT supply process.
  • Proven track record of implementing scalable compliance solutions (systems, procedures, and processes) in a highly regulated environment.
  • Strong time management and document management skills with fine attention to detail.
  • Possess strong team building and leadership skills.
  • Superior interpersonal and excellent communication skills and able to interact with a diverse multi-level organization and global customer base.
  • Creative problem solver and able to resolve conflicts and filter conflicting agendas to determine path forward.
  • Intermediate working knowledge of computers and the use of software packages (Windows, Excel, Word, and PowerPoint) with emphasis on Excel and Access.
  • Demonstrated proficiency in with trade compliance applications.
  • Ability to work independently and make decisions as required with minimum supervision.
  • Strong decision making and problem solving skills.
  • Ability to understand and interpret technical and contractual language.
  • Ability to travel to customer sites and represent PAC in a professional manner.
  • Ability to mentor other employees and a demonstrated desire to accept new projects and challenges in support of company goals.
  • Works on assignments requiring considerable judgment and initiative. Understands implications of work and makes recommendations for solutions.

The salary range of $129,700 - $233,500 is just one component of Panasonic’s total package. The final offer amount may vary based on factors including but not limited to individual’s knowledge, skills, experience, and location. In addition, this role may be eligible for discretionary bonuses and incentives. The minimum hourly wage for this role will be the greater of the posted range, or minimum wage for the location where the employee will be working, subject to local minimum wage requirements. 


Qualifications

Education / Experience Requirements:

  • A Bachelor’s Degree and work experience of at least 8 years in trade compliance, Supply Chain
  • Logistics, and/or Supply Chain Management within the area of electronics or, aviation-manufacturing environment is required.
  • In lieu of a Bachelor’s Degree or equivalent regulator or trade certification, at least 10 years of trade compliance and operations experience.
  • Customs Broker License preferred.
  • Experience with Oracle applications is preferred.
  • Minimum 5 years experience in a Supervisory role with direct reports.
  • Minimum 3 years experience in public speaking, formal presentation, and/or class style training instance.
  • Minimum 5 years work experience in aircraft or electronics industry highly desired.
  • Strong aptitude in problem solving in order to make sound judgment when dealing with competing priorities, limited resources and time pressure.
  • Proficient in data analysis and review to properly administer Risk Management activities.

Other Requirements:

  • Ability for up to 15-25 travel domestic and internationally required.
  • Must be able to sit for extended periods of time working at PC using repetitive motion in the operation of a mouse and keyboard.
