This position is located within the Flight Program Operations, Flight Program Compliance, Technical Requirements Group. This position serves as the manager to the Logistics Team, AJF-4110.

Duties Help

As a compliance expert within AJF, the Logistics Team Manager will direct the work of subordinate employees at the organizational unit level. The incumbent will oversee AJF audits which will consist of verifying external controls such as operational effectiveness, business risk mitigation controls, and compliance with relevant laws or regulations that help AJF achieve strategic, operational, and compliance objectives. Will manage auditors that identify redundancies in operational and control procedures to provide recommendations to improve efficiency and effectiveness of procedures. Work usually includes routine project/program tasks based on established policies, procedures, and guidelines.

Managerial duties typically affect employees in one organizational unit, and include setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate. The manager coordinates with other AJF offices to define, acquire and allocate budget, staff and other resources and supports the AJF executive in performing critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Manages and sets standards for audit activities. Identifies training and qualification requirements for AJF auditors, provides regular audit program reviews to AJF executives. Works on special projects across multiple functions and/or disciplines and oversees the work of collateral duty and employees supporting the external audit process. This work includes routine and challenging AJF projects and programs.

Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and requests additional resources, as needed. Contributes to budget planning process and projects short-term future needs.

Applies a comprehensive knowledge of the technical aspects of external audits, and advanced knowledge of compliance requirements to oversee, coordinate, evaluate, and direct the work of a small team comprised of technical and professional employees. The manager is responsible for leading AJF internal/external audit administrative, financial, facility programs, managing work activities that significantly affect the safety of agencys resources and impeding the AJF ability to meet goals and objectives.

Contacts are primarily with high-level officials and stakeholders that are internal and external to AJF for the purpose of exchanging information on organizational initiatives and strategic planning objectives. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes. Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues which often cross multiple projects/programs or functional/technical areas. Develop plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to identify and jointly solve problems.

Established guidelines, policies, and procedures typically govern work. Resolves routine problems independently but consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures.

Individual and organizational performance is typically reviewed periodically by higher-level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives. Work activities typically impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational units internal and external customers.

Qualifications

To qualify for this position at the FV-Jlevel, applicants must possess 52 weeks of specialized experience at the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes:

  • Experience planning, organizing, and executing the full life cycle of short- and long-term strategic plans and change management programs/plans; developing strategies to improve program implementation and evaluation; communicating with high level officials and stakeholders to exchange information on organizational initiatives and planning objectives; and using qualitative and quantitative analytical methods to evaluate the effectiveness of program operations and objectives.
  • Experience leading or managing employees responsible for ensuring compliance with standard procurement requirements.
  • Experience overseeing the reporting of audit measures to management.
