The Program Manager is directly responsible for supply chain, logistics management and warehouse operations of the multi-site program with total contract compliance and operational performance of all locations. In coordination with financial personnel exercises authority over cost, schedule, personnel, and logistics management for the customer. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Establishes milestones and monitors adherence to master plans and schedules. Identifies program problems and obtains solutions, such as allocation of resources or negotiating change to contractual specifications. Directs the work of employees assigned to the program.

  • Directs, coordinates, and manages all activities of assigned personnel to support all requirements of the program.
  • Capable of managing all supply chain and logistics support across twelve sites with over 700+ T-6 aircraft supporting USAF and USN pilot production mission.
  • Manages program planning, schedules, and efficient movement of material for all parts handling requirements and warehouse operations to ensure all sites remain compliant to internal and external requirements.
  • Manages and directs Logistic management and sparing model development of all related aircraft parts.
  • Experience in aircraft maintenance Supervision required to include task qualification, certification requirements, quality control procedures, and logistics planning.
  • Confers with the leadership team in formulating administrative and operational policies and procedures.
  • Ensures program activities achieve optimum use of parts, facilities, and personnel to meet and exceed contract requirements.
  • Develops, implements, and supervises interdepartmental programs and relations to ensure full compliance with all company requirements.
  • Reviews and analyzes expenditures, financials, and performance reports to determine contractual requirements with the customer are maintained and standards are met.
  • Recommends capital expenditures for acquisition of equipment to improve efficiency.
  • Experience in procurement processes to provide oversight to meet budget, compliance, and regulatory requirements.
  • Analyzes and supports procurement actions to meet small business goals as required.
  • Initiates investigations into causes of customer complaints and implements corrective actions when required.
  • Evaluates the efficiency of operations within the program and recommends appropriate changes.
  • Preferred experience with Continuous Improvement processes and methods.
  • Analyzes inventory levels and coordinates activities to optimize and reduce program investments.
  • Maintains a broad, comprehensive knowledge of the interworking and needs associated with the USAF and USN Logistics management programs
  • Assists with planning, developing, and preparing of designated proposals/bids.
  • Provides guidance to subordinate employees and peers when appropriate,
  • Strong leadership abilities to ensure effective collaboration and cooperation with other members of the management team.
  • Implements the performance appraisal system for employees performance under incumbents supervision.
  • Approves or disapproves subordinate employees performance and recommends action or corrective procedures where required.
  • Implements in-service training programs to employees under incumbents supervision and evaluates training programs to determine their effectiveness in improving staff performance.
  • Recommends and maintains uniform procedures and standards of operation for the program.
  • Assists with recruitment, selection, discipline, and training of personnel.
  • Provides oversight of contractual activities, performance work statement metrics, and program budget.
  • Greets visitors and clients, exhibits positive courteous behavior with customers, businesses, and coworkers.
  • Follows all safety procedures and practices as established by the Company and regulatory bodies.
  • Must be available for travel as required.




Job Requirements:
Professional Requirements, Qualifications & Desired Competencies:

  • Aircraft maintenance and/or logistics experience with emphasis on large fleet support, maintenance and repair or equivalent technical or military training.
KNOWLEDGES, SKILLS, ABILITIES AND OTHER CHARACTERISTICS:

The following skills and abilities are required:

  • Understanding and using the English language; both oral and written.
  • Reading, analyzing, and interpreting technical procedures or governmental regulations.
  • Writing reports, business correspondence and procedure manuals.
  • Defining problems, collecting data, establishing facts, and drawing valid conclusions.
  • Creating, entering, retrieving, and printing from software packages such as: Excel, Word, and PowerPoint.
  • Providing leadership; delegating tasks and duties.
  • Developing a program budget.
  • Obtaining a secret security clearance, a passport and/or a visa.
  • Generally Accepted Accounting Principles sufficient to perform the job, duties, and tasks associated with the position.
  • Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS) is helpful and desired.
  • Military or commercial aviation maintenance experience.
  • US Government regulations for federal contractors and FAA Maintenance programs; and aircraft maintenance terminology.
