Job Description:
The ACCOM ATC Specialist, TERPS (Terminal Instrument Procedures) Manager is responsible for directing the overall operation of TERPS Personnel and provide the customer with expertise on all matters involving Terminal Instrument Procedures.

Essential Duties:

  • Provide direction and leadership to assigned personnel based on customer needs.
  • Manage and coordinate research and investigations into procedural issues. Provide Senior technical support to the customer.
  • Travel to sites and conferences CONUS and OCONUS, as required. Support the review, evaluation, and revision of current and new Federal Aviation Administration (FAA) instrument flight procedures.
  • Determine the effects of proposed obstructions, altered or deactivated airports, NAVAID outages, and revisions to controlled airspace as they affect instrument flight procedures.
  • Review aeronautical information released to confirm that air navigation information and technical data content is accurate and correct.
  • Initiate corrective action where discrepancies are discovered and, if necessary, accomplish amendment(s) for affected procedure(s).
  • If required, provide background information to FAA for the development of Notice to Airman (NOTAM).
  • Coordinate as necessary with FAA Tech Ops, Flight Check, and Air Traffic personnel.
  • Other contacts include regional and field FAA offices, National Flight Data Center, military and airline representatives, state and local aviation officials, and aircraft and airport operators.
  • Designee shall make aeronautical information recommendations to the government on behalf of USAFCENT, based on aviation procedures, and needs of the USAF within the USCENTCOM AOR.
  • Applies valid Federal Aviation Administration, North Atlantic Treaty Organization Standard Agreement (NATO STANAG) for Instrument Approach and Departure Procedures (AATCP-1) and ICAO, PANS-OPS criteria to evaluate procedures developed from host nations instrument procedures development offices based on approved aeronautical information.
  • Provides guidance and review on assigned projects from conception through implementation to ensure the accuracy and validity of the procedure.
  • Perform other duties as assigned.

Minimum Requirements:

  • High school diploma or equivalent
  • Graduate of an approved DoD or FAA TERPS Air Traffic Control (ATC) course.
  • Four (4) years of certified TERPS experience; to include specific experience with Global Procedure Designer (GPD) and PANS-OPS.
  • Experience associated with the management and execution of DoD, (USAF), International Civil Aviation Organization (ICAO) and United States Federal Aviation Administration (FAA) TERPS system programs and projects.
  • Experience in the following is required: Foreign Terminal Instrument Procedures (FTIP) research, development, modifications, publications, deployment, and operations and maintenance (O&M).
  • Designee shall be qualified and certified as required by AFI 11-230, AFI 13-204v1-3, AFI-11-202, FAAO 8260.3C, Unified Facilities Criteria (UFC) and International Civil Aviation Organization (ICAO) Procedures for Air Navigation Services-Aircraft Operations (PANS-OPS).
  • Designee will be familiar with and required to manage automation systems to include, but not limited to, the following: Air Traffic Control Towers (ATCT) Operations, ATC Landing Systems, Radar Approach Control Facilities (RAPCON), Enroute Approach Control Facilities; Navigational Aids (NAVAIDS), Foreign Terminal Instrument Procedures (FTIP), Terminal Instrument Procedures (TERPS), Global Procedure Design (GPD) Software and Obstruction Evaluation / Airport, Airspace Analysis (OE/AAA)
  • Effective oral and written communication skills
  • Proficient in Microsoft Office software
  • SECRET Clearance required (Note: US Citizenship is required to obtain/maintain a Secret Clearance.)
