Job Summary

The ACAA’s Vice President, Public Safety & Security, will oversee and provide strategic direction through the management and development of emergency preparedness, fire and security functions, including oversight of all public safety programs for the Allegheny County Airport Authority. The incumbent will act as a liaison with all law enforcement and mutual aid organizations to foster continuity of positive professional relationships, ensuring that the Authority is prepared for current and emerging conditions related to the industry and region to ensure the protection and safety of the traveling public and employees.

 

Here is how the Vice President, Public Safety & Security will help:  

  • Ensure all public safety, fire, security and emergency preparedness programs and projects align with organizational business goals and objectives.
  • Develop and implement an organizational emergency preparedness program that results in a high-performing, service-oriented public safety operation for all airport stakeholders.
  • Ensure compliance with all applicable federal requirements and airport rules and regulations.
  • Oversee and direct training programs and emergency operations tabletop exercises and practical drills to effectively prepare the airport community on identification, response and operational continuity to respond quickly and effectively to irregular operations and emergencies.
  • Continually assess and determine changes and/or updates in requirements for emergency operations facilities, equipment and supplies.
  • Research new technologies availability and applicability to our business goals and objectives.
  • Partner with various departments for the execution of emergency and disaster management plans with the county, airport staff, airlines, tenants, FAA, military installation and other federal and local law enforcement agencies and disaster relief organizations.
  • Liaison with the County Police to collaborate and ensure sufficient law enforcement measures, commensurate with applicable steady state and emerging threat environments, at Authority-owned airports.
  • Actively support and partner with Authority Department Leadership to cultivate proactive and trusting relationships.
  • Provide support and development to staff through performance management, coaching, training, motivation, and discipline.
  • Develop and manage the preparation, presentation and monthly expenses for department operating budgets and, where applicable, capital projects.
  • Performs other related tasks as assigned or required.

Qualifications 

Requirements to apply for role of Vice President, Public Safety & Security are:

  • Bachelor’s degree from an accredited college or university in aviation management, law enforcement, emergency management or related field.  Master&39;s degree preferred.
  • 10 years related experience, 5 years managerial experience.
  • Must be able to respond to airport emergencies 24 hours per day, seven days per week, unless prior coordinated agreement with the Chief Operations Officer
  • Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license. Note: license must be maintained throughout employment.

 

 

We also expect that candidates will demonstrate the following knowledge, skills, and abilities in most cases:  

  • Knowledge of the principles, practices, procedures and techniques of airport security, operations and management.
  • Knowledge of federal, state and local laws and regulations applicable to airports and airport operations, especially security regulations as promulgated by the Department of Homeland Security.
  • The principles, theories and methods of operational analysis applicable to evaluating provision of services and utilization of facilities at a medium hub international airport, and of current developments in the field of emergency preparedness and airport security.
  • Travel 5 to 10.

  • ACAA’s dental plans (included with healthcare coverage) offer an option covering children’s orthodontia.

  • All eligible full-time ACAA employees participate in the Allegheny County Employees Pension Plan, a defined-benefit plan that vests after 10 years of service.
