IT Business Systems Analyst - SCEIS/HRIS

Job Description:

DPP is seeking a Business Systems Analyst for an opportunity in Columbia, SC.

Location: Onsite in Columbia, SC
Duration: 12 months, with possible extension

Position summary:

We are seeking a Business Systems Analyst to help a public health agency improve and support its internal HR, Payroll, and administrative systems. This role focuses heavily on the SCEIS SAP ECC platform and related HR technologies.
This role sits within the IT/business systems function and contributes directly to system analysis, integration support, testing cycles, upgrades, reporting, and SDLC activities across multiple administrative systems.
We’re looking for someone who understands HR systems deeply, communicates clearly, and enjoys improving how people and technology work together.

Role overview:

The BSA will work with IT, Finance, and business stakeholders to evaluate system functionality, gather and translate requirements, improve workflows, and ensure the reliability and compliance of SAP/SCEIS modules.
The position includes handson involvement in system validation, release testing, data analysis, documentation, and technical project coordination.

Responsibilities:

Analyze system functionality within SCEIS SAP ECC and related agency platforms; identify gaps, inefficiencies, and improvement opportunities.
Support the full software development lifecycle, including requirements analysis, testing (unit, integration, UAT), and production rollout activities.
Participate in system upgrades, patches, and enhancement projects; assist in coordinating technical and functional stakeholder involvement.
Develop technical documentation, system procedures, functional specifications, and user support materials.
Build and maintain reports and dashboards using SAP reporting tools, Excel, and Power BI.
Validate data integrity across HR/Payroll systems and ensure compliance with state, federal, and security standards.
Support project planning activities, status reporting, task tracking, and crossteam communication.
Ensure adherence to IT security standards and support initiatives aligned with NIST, FISMA, or related frameworks.

Required knowledge, skills, and abilities:

Bachelor’s or Master’s degree in a relevant field, OR 10 years of equivalent experience.
5+ years analyzing, documenting, and improving business and system processes.
5+ years with SAP SuccessFactors or a comparable HRIS.
3+ years working with state HR/Payroll processes, data privacy, and regulatory compliance (HIPAA, FLSA, etc.).
5+ years creating technical documentation, user guides, and SOPs.
3+ years developing reports and dashboards using SAP or Power BI.
5+ years with Microsoft Office (Word, Excel, Visio, PowerPoint) and collaboration tools (SharePoint, Teams, OneDrive).
Excellent written and verbal communication skills.

Preferred knowledge, skills, and abilities:

Experience with NIST Industry Standard Information Security Practices
Experience with IT Implementation Projects
Experience with SCEIS is strongly preferred
Public sector experience strongly preferred
