Responsibilities
The Industrial Security Specialist is in the Industrial Security Division, Office of Information Security, Bureau of Diplomatic Security (DS/IS/IND). This full-time position reports to and supports the Division Chief, to ensure the protection of classified National Security Information and Sensitive but Unclassified Information, entrusted to private industry in support of DOS contracts. The Security Specialist will receive direct government oversight, assignments, and direction from the Chief, Industrial Security Division.
The Security Specialist will assist the Division Chief with carrying out various security administration duties including ensuring that contractor personnel assigned to Department contracts at domestic and overseas locations possess the requisite security clearance and/or public trust certifications required for contract performance.
Processing Moderate Risk Public Trust (MRPT) certifications and security clearances for contractor personnel to be assigned to worldwide DoS locations.
Providing guidance to and responding to inquiries from contracting firms and Program Offices regarding security packages and eligibility determinations.
Conducting training with contracting firms to ensure their requests for personnel security clearances, visitor authorization requests, and MRPTs are timely and accurate.
Maintaining continuous dialogue with contracting firms to facilitate contractor employees’ assignment to DoS contracts; ensure contractor employees are authorized to begin contract performance expeditiously.
Monitoring contracting firms’ personnel security cases from submission through final eligibility determination; monitoring status of MRPTs or clearance cases, following up on overdue cases.
Providing initial and refresher training to DoS contractor personnel regarding the submission of security packages, the use of the OPM Portal, and the intricacies of e-QIP.
Providing security and vetting guidance to program offices, contracting activities, and contractor companies; addressing questions related to security policy and procedures.
Drafting and distributing notifications to inform contractor companies and the Program Office of eligibility determination decisions.
Maintaining and updating hard copy and database records of contractor company personnel and determination decisions; entering all security clearance/MRPT information into database; canceling investigations and/or clearances when no longer required; purging hard copy records.
Reviewing and approving Visit Authorization Requests (VARs) submitted for contracting firms whose personnel are cleared by DOD.
Verifying and certifying clearances and MRPTs on various DoS Embassy SharePoint sites.
Qualifications
Active DoD Secret Clearance Required.
Undergraduate degree with two to three years specialized experience in one of the following areas: counterintelligence, investigations, industrial security, security countermeasures programs, security education and training, or protecting classified information or three to five years’ experience.
Working knowledge of Federal agencies security policies and procedures such as the National Industrial Security Program Operating Manual (NISPOM); working knowledge of National policies regarding personnel security investigations and clearances.
Working knowledge of electronic data base operations management, administrative and correspondence processing procedures and understanding of procedures required for processing actions for review, approval, and release.
Experience supporting a Division Chief or team leader, and members of a team in security administration a plus; Ability to provide support to Division management personnel and maintaining various administrative reports.
Mastery with database software; Proficient with Microsoft Work, Basic Excel and PowerPoint.
