Position Summary

The holder of this position will be responsible for managing end to end compliance for the Dangerous Goods regulations & develop effective training materials to deliver trainings as per compliances of the regulating organizations to the highest standards. The incumbent will be also responsible for liaising with the Civil Aviation Authority Malaysia (CAAM) and other Business Units when required.

Key Accountability
  • Develop high standards of Dangerous Goods training material aligned with the Dangerous Goods Training Manual, Dangerous Goods Manual and CAAM requirements and ensure the same is current and up to date in real time basis.
  • Conduct effective delivery of Dangerous Goods trainings as per the set agenda and standards, preparing the necessary examination and certification in compliance with CAAM-approved certification requirements.
  • Establish and maintain an auditing and recording system to ensure regulatory compliance.
  • Be responsible for the safe carriage and handling of dangerous goods and performance of all employees engaged in the handling chain of Dangerous Goods
  • Prepare the submission of regulatory approvals for training programme.
  • Ensure the department is compliant with ICAO, CAAM, IATA regulations and standards.
  • Maintain current knowledge of rules, regulations, policies, procedures for the safe operations of aircraft and ensure that they conform to regulatory requirements.
  • Keep updated on knowledge and skills with the latest changes and amendments to the latest revision of ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284), IATA Dangerous Goods Regulations and Malaysian Civil Aviation Regulations (MCAR 2016) regarding the transportation of dangerous goods.
  • Liaison with Civil Aviation Authority and other Business Unit(s), when required.
  • Collaborate with others to carry out assigned duties and participate in continuous improvement.
  • Perform other duties as assigned by the Head of Training and the management.
  • Address class evaluation/ customer feedback and provide training reports as required.
  • Provide support and expertise in managing queries on matters and issues on dangerous goods.
Qualification & Working Experience
  • Possess a Degree or equivalent higher academic qualifications.
  • Must have at least five (5) years working knowledge and experience in dangerous goods and safety operations or experience in cargo operations, including dangerous goods handling and acceptance. Or must attend a structured programme that would require them to observe the activities of dangerous goods, which would supplement the working knowledge requirement.
Areas of Experience
  • Experience in dangerous goods and safety operations or cargo operations, including dangerous goods handling and acceptance.
  • Experience in producing and/or delivering training programmes. An alternative to this practical experience is a dedicated development programme for instructors, where the new instructor is guided and mentored by an experienced and professional instructor.
  • Good understanding of compliance requirements and implementation aspects of training provisions under the Competency-based training and assessment (CBTA) approach
