Job Description:

The Site Safety & Health Officer (SSHO) supports construction, renovation, and infrastructure work performed at the Bettis Atomic Power Laboratory, a high‑security DOE naval nuclear propulsion research facility.


This role ensures strict compliance with project safety requirements, including OSHA 1926/1910 standards, USACE EM 385‑1‑1, DOE site security and safety protocols, and all Bettis nuclear facility procedures.

 

The SSHO leads risk identification, daily field safety oversight, workforce training, documentation, and incident prevention under complex, highly regulated conditions.
This position reports to the Project Manager and interfaces daily with Bettis safety personnel, federal oversight, subcontractors, and craft workforce.

 


Responsibilities

  • Site Safety Leadership & Oversight:
    • Serve as the on‑site safety authority responsible for full compliance with Company and project safety requirements, OSHA, EPA, DOE, USACE EM 385‑1‑1, and all relevant federal/state/local regulations.
    • Maintain a continuous presence on the jobsite to oversee daily activities, identify hazards, and implement effective controls in alignment with the project’s Activity Hazard Analyses (AHAs/JHAs).
    • Lead pre‑task safety meetings, daily briefings, and weekly toolbox talks.
    • Review and approve subcontractor safety plans, AHAs, and work control packages for technical accuracy and compliance.
  • Inspections, Audits & Hazard Control:
    • Conduct documented daily site inspections to verify compliance with health, safety, and environmental requirements.
    • Develop corrective action plans and ensure closure of deficiencies.
    • Oversee control of hazardous energy (LOTO), confined spaces, working at heights, rigging/lifting, energized electrical work, and other high‑hazard activities.
    • Develop daily safety reporting metrics and submit reports to DOE.
  • Training & Workforce Competency:
    • Provide ongoing training for all site personnel, including hazard communication, PPE, powered equipment, defensive driving, lockout/tagout, bloodborne pathogens, and project‑specific requirements.
    • Verify craft and subcontractor qualifications (OSHA 10/30, equipment certification, etc.).
    • Incident Prevention, Reporting & Investigation
    • Respond immediately to any accident, near miss, unsafe condition, or environmental incident.
    • Lead investigations to determine root cause and corrective/preventive actions, reporting findings to project leadership and Bettis safety representatives.
    • Manage all safety documentation, including logs, reports, permits, and required regulatory submissions.
  • Environmental & Regulatory Compliance:
    • Manage environmental compliance programs including hazardous waste, satellite accumulation areas, and applicable environmental permits.
    • Ensure adherence to DOE site environmental protocols and integration of ISO 14001 principles where required.
    • Ensure abatement activities are in compliance with EPA and DOE requirements.
    • Coordination with Project Stakeholders
    • Serve as the primary interface with Bettis safety staff, federal/state/local regulatory bodies, and subcontractor leadership.
    • Participate in project meetings, design reviews, and planning sessions to ensure safety requirements are integrated into all phases of work.

Qualifications

  • Bachelor’s degree in Safety, Environmental, Industrial Hygiene, Engineering, or a related field (CSP).
  • Minimum of 3 years experience managing safety, health, and environmental requirements on construction or industrial projects.
  • Minimum 5 years experience in vertical construction as a Superintendent, QC, or SSHO.
  • OSHA 30‑Hour Construction Safety.
  • EM385-1-1.
  • HAZWOPER 24‑hour certification (or ability to obtain within 30 days).
  • Construction Quality Management (CQM) for Contractors (or ability to obtain within 30 days).
