Job Description:
The Director of Safety plans ,implements, and coordinates safety and environmental programs pursuant to regulation, procedures and policies. They are responsible for recordkeeping that meets or exceeds all Federal Aviation Administration requirements pursuant to the District’s Air Carrier Certificate. This position will perform Pilot functions at the discretion of the Director of Aviation Operations.
Job Requirements:
Essential Functions: 
  • Identify safety and environmental hazards, risks, and promote the reduction or elimination of potentially hazardous conditions that may lead to accidents, occupational injuries, illnesses, deaths, and safety-related financial losses.
  • Coordinate all safety-related activities within the requirements of the safety program with respect to mission requirements and the Federal, State or local directives to ensure regulatory compliance. Report and investigate aircraft, ground safety, and environmental accidents to determine the cause of the accident and formulate recommendations to help prevent similar mishaps in the future. Participate in Quality Committee Meetings and Quality monitoring, such as data review, analysis and report-out. Job requires detailed data-entry of technical information necessary in assisting in the monitoring of mishap reports to ensure accuracy and completeness.
  • Responsibilities also require extensive research dealing with OSHA and environmental regulations, vendor information, and logistical support for safety equipment and supplies.
  • Ensure proper industrial safety procedures are in accordance with the contract and appropriate Federal, state, and local regulations, rules, and procedures.
  • Provide administrative support including maintaining all departmental files, records, and publications needed to support organizational activities and to meet U.S. Department of Transportation, the Federal Aviation Administration, State, and local requirements.
  • Provide written reports, which are clear, concise and meaningful for all ground/aviation safety and environmental matters.
  • Develop required reports, conduct briefings, safety training, and conduct not less than quarterly safety meetings. Assist in maintaining accident and incident records, files, and reports. Requires data entry and corrections to files on an as needed basis.
  • Conduct safety audits, fire extinguish inspections, and inspections of all first aid kits and other safety related equipment.
  • Process Occupational Hazard Reports including investigating the hazard and ensuring mitigations are in place.
  • Develop procedures in conjunction with hospitals for safe and efficient heliport operations.
  • Develop procedures in conjunction with the instructor and Director, Flight Data Monitor System analysis processes. When needed, perform duties as an active member of an aircraft accident board.
  • When needed coordinate first responder duties during an onsite accident.
  • Conduct other tasks as identified by the Director of Aviation Operations.
  • Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Education:
  • Bachelor’s degree from an accredited College or University in Aviation or related field required.
  • Equivalent combination of experience may substitute for minimum education requirements.
Experience:
 
  • Aircraft flying experience shall include a minimum 2,000 total flight hours.
  • At least 1,000 of the flight hours must be as Pilot in Command (PIC) in helicopters and shall include a minimum of 100 hours of actual or simulated instrument flight, 250 hours cross country, and 250 hours night flight time, of which 50 must have been cross country and 100 must have been unaided. Helicopter Air Ambulance pilot in aircraft similar or the same as the District operates is desirable.
  • Five (5) or more years’ experience as an Aviation Safety Officer/Manager required. Experience dealing with safety and environmental laws, rules, and regulations is required. Previous experience in conducting aircraft accident investigations is desirable. Extensive experience in risk management and mitigation.
  • Safety Management System experience with a Helicopter Air Ambulance Operator is desirable. Safety Auditing of Helicopter Air Ambulance operation, maintenance, and safety and training programs.
  • International Standard for Business Aircraft Operations (IS-BAO) Audits is desirable.
  • International Organization for Standardization (ISO) 9000/9001 Audits is desirable.
  • Knowledge and experience with Federal Aviation administration voluntary safety programs or Safety Management System regulations is desirable.
  • Knowledge in development of Air Medical Communications Center is desirable.
Certification:
  • Commercial Pilot Certificate with Instrument endorsement
  • Certification or Airline Transport Pilot Helicopter Certification not restricted to VFR required.
 Licensure:
  • Valid Florida driver’s license required within six months of hire.

Training:
  • Standardization, Compliance, Ethics, Safety Management, Audit, Just Culture required.
