The position is an Operations Compliance Specialist in the Air Traffic Safety Oversight Service (AOV). Responsible for serving as a principal technical specialist for evaluating and enforcing oversight for aeronautical information functions. Duties
The Operations Compliance Specialist performs multiple, varying, and complex assignments under minimal direction of a manager, or a more experienced technical specialist, within the Aeronautical Information Standards Branch (AOV-110). The Specialist is responsible for ensuring compliance with policies and procedures, and Federal laws and regulations pertaining to aeronautical information products and services. Provides policy guidance to AOV management concerning the safety risks associated with airspace utilization, aeronautical, weather, and flight information policies and procedures, criteria, and waivers. Evaluates updates to procedures, technologies, and aeronautical information products and services to assess their impact on safety and operational efficiency.
Applies experience and comprehensive technical knowledge of compliance enforcement principles and processes, and risk-based approaches to ensure adherence to regulations and standards within the aviation industry, specifically related to the management and dissemination of aeronautical information, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Analyzes programs that provide aeronautical data and information products and services to ensure and enforce compliance with Federal Laws, regulations or other mandatory guidelines. Investigates root causes of operational inefficiencies and implements mitigation plans to minimize impact and enhance overall performance.
As a principal technical specialist monitors and verifies the accuracy of aeronautical data, including charts, navigation aids, and flight procedures, to ensure they meet regulatory requirements. Assesses safety compliance and identifies risk mitigation measures to enhance operational effectiveness and ensure adherence to regulatory standards. Evaluates programs to validate quality assurance mechanisms within management systems, guaranteeing consistency and reliability in operations. Tracks and evaluates compliance activities throughout all phases of surveillance and oversight, recommending improvements to strengthen systems and mitigate potential vulnerabilities. Ensures compliance with policies and procedures, providing guidance on adherence to established criteria for aeronautical data and information services. Collaborates with service providers to address and resolve findings, developing actionable plans to achieve full compliance with regulatory requirements.
Leads and manages large-scale work activities by coordinating project teams and ensuring timely and effective completion of objectives. Oversees the evaluation, selection, and preparation of aeronautical data to maintain operational accuracy and safety standards. Performs oversight activities through auditing and verification processes to ensure regulatory compliance and data integrity. Implements and monitors new technologies and methodologies to improve technical processes or systems for aeronautical data management. Develops and enforces controls to safeguard aeronautical data and information, ensuring aviation operators adhere to safety and quality standards. Conducts compliance training and competency assessments to enhance team proficiency in aeronautical information and quality management principles. Provides surveillance reports of findings to support management in maintaining oversight, improving safety, and achieving organizational goals.
