What Will You Be Doing?

Responsible for supporting the Manager, MEL Program Office in the development, publishing, and operation of the Minimum Equipment List (MEL) and MEL Management Manual (MMM), Configuration Deviation List (CDL), Non-Essential Equipment and Furnishings List (NEF), and Time Deferred items (TDI) program functions in compliance with 14CFR 121.628. Specifically, the MEL Capture Coordinator ensures an Acceptable Level of safety (ALoS) by planning MEL repairs at the earliest practicable opportunity and acts as a SME in the research, authoring, and counselling of the MEL Steering Committee. The MEL Capture Coordinator monitors, reports, and coordinates resolution actions to restore aircraft to type design by ensuring the parts, personnel, facilities, procedures, and schedules are within the prescribed deferral limits, company goals, and special requirements.

Essential Functions

  • Monitor the MEL/CDL/NEF and interfacing manual specifications for conditions and limitations in the form of placard, maintenance procedures, crew operating procedures and other restrictions to ensure airworthiness requirements and an acceptable level of safety (ALoS) are maintained.
  • Take operational ownership for all aspects of the MEL maintenance capture program.
  • Identify and prioritize the MEL/CDL/NEF and TDI capture ensuring alignment with Frontier standards and guidelines.
  • Verify and validate suitability, and completeness of MCC Controller and Field Maintenance AMT material requisitions and transfer orders performed at time of deferral application in support of MEL/CDL, NEF and TDIs including, but not limited to: parts, expendables, consumables, and special tools.
  • Troubleshoot, create and assign the proper TSWS and engage appropriate teams for TSWS development (e.g. Technical Services/Engineering/Other), to ensure scheduling within five (5) flight cycles.
  • Remain cognizant of airline routing changes and ensure timely resets of MEL/CDL/NEF and TDI maintenance capture plans.
  • Manage the MEL/CDL/NEF and TDI escalation processes per company guidance and FARs
  • Verify that MEL/CDL/NEF and TDI program changes meet regulatory requirements, comply with Frontier standards and policy, and fully interface with Maintenance & Operations functions, Aircraft Flight Manual Limitations, Emergency Procedures or Airworthiness Directives, ensuring compliance with FAA MMEL, Operations Specifications, ICAO and internal manuals.
  • Provide daily (Mon-Fri) company and FAA reporting relative to MEL/CDL/NEF and TDI work capture plans and success.
  • Provide technical, operational, and policy support to the Frontier Airlines MEL Steering Committee.
  • Support Manager, MEL Program Office in the coordination of other Frontier teams in publishing of MEL/CDL/NEF and other manuals.
  • Provide timely corrective actions for deficiencies noted by the FAA or internal investigations.
  • Assist in and/or facilitate (schedule/prepare/record minutes) quarterly and ad hoc MEL Steering Committee meetings.
  • Support the coordination with JAA and DGAC for MMEL proposals and amendments.
  • Serve as “alternate” for all MEL, CDL, NEF and TDI manual issues, and resolving MEL Dispatch considerations when interpretation/clarification is required.
  • Work with Lead Airline for MMEL industry solutions.
  • Participate in meetings with the FAA concerning MEL/CDL/NEF Program and TDI Program (revisions, temporary revisions, FAA issues).
  • Coordinate ICA, Material, and Tooling needs with Frontier Supplemental Type Certificate (STC) partners to ensure and maintain MEL/CDL/NEF and TDI efficiency and currency.
  • Support MX Control Duty Manager to update FMIS tasks entries as required, e.g. TRAX and Sabre troubleshooting and capture status notes.
  • Vol.D Maintain familiarization with the training requirements necessary as defined by the GMM 100: Maintenance Training Program and ensure training is current prior to performing the functions and tasks of this position.

Other Functions

  • Identify safety concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including Frontier’s confidential reporting systems (Aviation Safety Action Program (ASAP) or Maintenance Safety Action Report (MSAP))
  • Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls
  • Must fulfill safety accountabilities as prescribed by Frontier’s Safety Management System (SMS)
  • Promote Frontier’s 1 commitment to safety as a Safety Ambassador, supporting Frontier’s SMS components, Safety Policy and behavioral standards
  • Potential need to work flexible hours and be available to respond on short notice
  • Assist with light cleaning of the aircraft when working or traveling on Frontier flights, and if time permits
  • Uphold Frontier’s safety performance metric goals and understand how they relate to their duties and responsibilities

Qualifications

  • Bachelor’s Degree in Aviation (preferred); High School Diploma/General Education Diploma
  • Valid FAA Airframe and Power plant license
  • Minimum 3 years Airline or Transport Category Aircraft experience
  • Minimum 3 years of experience on A320 series aircraft preferred
  • Minimum 3 years of experience interfacing with the MEL Manual for purposes of aircraft operations
  • Minimum 3 years of aircraft maintenance programs or technical writing experience
  • Knowledge of airline maintenance practices, Code of Federal Regulations, and Frontier’s GMM
  • Proven leadership, motivational, and organizational skills

Knowledge, Skills and Abilities

  • Exceptional organization and communication skills
  • Experience in the following software products; Microsoft Office, Adobe Acrobat (professional version)
  • Experience using TRAX and Sabre Airlines Solutions fleet management systems
  • Maintain FAA Airman (A&P) ATMS Certification and Training Qualifications through F9 training
  • Available for occasional overnight travel (10)
  • Must pass a ten (10) year background check and pre-employment drug test
  • Strong attention to detail and written and verbal communications skills
  • Must be an independent worker capable of excelling in a highly accountable environment
  • Must be dependable as demonstrated through regular attendance and punctuality, timeliness, and accurate completion duties and tasks
  • Must be intrinsically motivated towards success, able to work through external functional owners, and understand/ employ the escalation process when issues/ blockers impact operational success
