Successful candidates will be employees of AIS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Oak Ridge National Laboratory in Oak Ridge, TN. Though employed by AIS, the employee will take day-to-day directions from technical personnel employed directly by the research laboratory. Pay, benefits, Human Resource, and Employment Management functions are provided by AIS.
Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the DOE.
This Hybrid position requires that you live within commuting distance from Oak Ridge, TN.
Responsibilities
This position will, under general supervision, perform the following in support of the Contracts Division:
- Awards and administer purchase orders, subcontracts, and task orders for the company.
- Reviews requisitions and specifications to ensure adherence to DOE prime contract requirements, as well as company and Contracts Division policies and procedures.
- Plans, negotiates, awards and administer high level subcontracts and purchase orders for supplies and services.
Responsibilities also include:
- Coordinating with technical contacts to conduct spanet research and develop procurement plans.
- Reviewing requisitions and specifications to ensure adherence to DOE prime contract requirements, as well as ORNL and Contracts Division policies and procedures.
- Determining best approach to facilitate acquisition solutions and meet customer requirements.
- Determining appropriate subcontract type and the structure of solicitations and subcontracts.
- Coordinating pre-proposal conferences, facilitating concurrent reviews, leading competitive evaluation teams and subcontract negotiations.
- Coordinating solicitation and award activities with Finance, Legal, Audit, Export Control, Accounts Payable, Property and Environmental, Safety and Health.
- Negotiate changes to subcontracts that may occur during the course of performance.
- Creating and maintaining subcontract files as required.
- Ensuring compliance with environmental safety, health, and quality program requirements.
- Administering subcontracts through completion.
- Maintaining a strong commitment to the implementation of values and ethics.
Qualifications
- Bachelors degree in related discipline and minimum of 15 years relevant experience or equivalent combination of education and experience.
- Candidates must have at least 15 years of experience awarding and administering various types of agreements and subcontracts for DOE M&O Contractors.
Special Requirements:
- Pre-employment Drug Screen - External applicants selected for this position are required to successfully complete a post-offer, pre-employment drug test.
- Medical Exam(s) - Job related pre-placement medical examinations may be required for this position.
- This position may require the ability to obtain and maintain a clearance from the Department of Energy. If determined as such, this position would be identified as a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen.
