Role Introduction

Reports to: Group Safety Manager - Operational Safety

The Assistant Manager Group Operational Safety, plays a crucial role in enhancing airline safety at Cathay Pacific. This position ensures the effectiveness of the Safety Management System (SMS) by conducting thorough investigations and risk assessments, as well as fostering strong relationships with stakeholders. Through close collaboration with various business units, the Assistant Manager Group Operational Safety actively works to mitigate risks, promote safety initiatives, and cultivate a culture of continuous learning, all with the aim of enhancing Cathay Pacifics airline safety standards.

Key Responsibilities

SMS Framework

  • Regularly perform assessments of risk in evaluating various safety reports submitted to GSORM.
  • Oversee the progress of safety actions resulting from investigations and routine safety assessments, ensuring their prompt and satisfactory implementation and closure.
  • Proactively monitor of safety events relevant to Cathay Pacifics operations, extract lessons learned, and share them with appropriate internal and external stakeholders.

Communication and Collaboration

  • Establish and maintain regular communication and collaboration with operational departments to stay updated on the day-to-day activities of the SMS.
  • Take part and provide constructive input in various safety meetings, including but not limited to presentations and administrative support.
  • Assist in conducting safety risk assessment (SRA) as required; facilitate Port Restart and New Port risk assessment.

Safety Promotion and Continuous Improvement

  • Contribute to the safety promotion programmes and provide input to safety publications as instructed by the Group Safety Manager - Operational Safety.
  • Facilitate safety training programmes and briefings as necessary; undertake safety duties or projects as directed by Group Safety Manager - Operational Safety or Head of Group Safety.

Others

  • Ensure the prompt submission of Mandatory Occurrence Reports (MOR) to HKCAD within 96 hours of the reported events, adhering to CAD382 requirements and GSORM procedures.
  • Facilitate effective liaison and communication with regulatory authorities, including but not limited to HKCAD and AAIA.
  • Participate in the investigation of safety incidents and make recommendations to prevent recurrence.

Skills

  • Demonstrated experience in aviation safety and compliance.
  • Capability to deliver compelling and influential presentations to effectively convey safety-related information.
  • Excellent teamwork, planning, and communication abilities across various departments.
  • Ability to influence and build strong relationship with stakeholders and partnership.
  • Possesses self-motivation, a strong curiosity for investigation, learning new concepts and skills, and the ability to work independently.

Knowledge

  • Tertiary qualification, preferably a technical degree in aviation.
  • Extensive operational knowledge and experience across multiple aspects of airline operations; comprehensive understanding of safety and risk management principles and practices.
  • In-depth knowledge of SMS (Safety Management System) and Aviation Accident Investigation; previous experience in interacting with regulatory authorities is advantageous.
  • Strong analytical skills with a robust foundation in data analysis.
  • Exceptional command of the English language, both verbal and written, including proficient writing skills.

Experience

Minimum of 5 years of work experience in airline industry or related field, including at least 2 years in a managerial capacity.
